Does a foreigner have entitlements under the unemployment benefits scheme for artists without regular employment?
“Can a Chinese technician (in broadcasting) currently holding a student’s residence permit and who has lived in France for 5 years be classified as a person without regular employment?”Foreigners holding a valid residence permit other than a temporary work permit are entitled to unemployment benefits in the same way as French workers if they meet the requisite conditions.
The first condition for entitlement to French unemployment benefits is that they can provide evidence of periods of work completed as an employee in France (work carried out within the framework of French legislation).
Nb> Particular conditions apply to Community nationals.
With regard to the unemployment benefits scheme for people working in the performing arts, broadcasting, etc., they must thus among other things prove they have worked 507 hours within the framework of appendices VIII or X.
We should point out that in this particular case the student’s residence permit is only a residence permit and does not entitle the person to work. However, a work permit can be obtained subject to applying to the Direccte1 for one (see www.edufrance.fr ).
