Cape Verdean artist having a resident’s permit in Portugal

“Can a Cape Verdean artist who has a Portuguese residence permit come and live and work in France? If not, what is the procedure?"
The Cape Verdean artist must obtain residence and work permits in France if he wishes to come and live and work in France (See Foreign artist - Residence and work permit ). The resident’s permit issued by Portugal is not valid in France.
If he wishes to move to France and set up in on his own to work, in principle he will need to obtain a residence permit stating “artistic and cultural profession” by among other things producing a contract of over 3 months concluded with a French cultural organization.
